Where Can I Find A Insurance Carrier Who Can Appraise The Value Of Sports Memorabilia?
The insurance carrier does not appraise the value, only an independent appraiser can do this. I assume that you are trying to insure your collection. Do you belong to any clubs for sports memorabilia aficionados? If you do they are probably the best source for recommendations on appraisers. If you don't belong to a club, find one on a website like "meetup" or do a search on your local super pages for appraisers and see if you can find any that specialize in sports memorabilia.
After you have your collection appraised (make sure you also have it photographed), you can then insure it under a Valuable Items Policy or depending on the insurance carrier add it onto your Homeowners or Renters Policy as a Floater.

Nowhere. They aren’t in the business of doing appraisals. You’ll have to pay someone local to give you the appraisal, or ship it out to Sotheby’s or some such.
